Rules Update - Minor League Rosters - Draft

DRAFT of Minor League Roster Policy...open for comments
One component of GLBL that I would like to see evolve is Minor Leagues with full, or near full rosters. Needless to say it adds realism and immersion to the experience by having real names as opposed to "Jim Unknowns".
The shortage of 23 and under rosters post draft prompted two events to take place:
1. The age limit was waived for 2 years (expires January 2017 GLBL Time)
2. Ghost players were introduced for Sim #16 when the Minor Leagues began play (a staple for most leagues).
GM's should begin planning for 2017 by developing rosters that will provide at least 20 players at both levels, particularly the AA League with the age requirement of 23 and under by the in game date of January 2017.
Ghost players will be left on so that simulations are not interrupted by roster shortages.
